DWTS Compliance Checklist: Who Needs to Comply in 2026?

DEFRA’s Digital Waste Tracking Service (DWTS) is already live for waste receiving sites. Mandatory use starts in October 2026 for most of the UK. If you are searching for a DWTS compliance checklist, the first question is not which software to buy — it is whether you are in Phase 1 at all.

This guide answers who needs DWTS compliance, the official deadlines, what DEFRA expects you to record, and a practical checklist you can work through before the mandate applies to your sites.

Who needs DWTS compliance?

Phase 1 applies to operators who must hold an environmental permit or waste management licence to receive waste. If waste arrives at your site under that permit or licence, you are a waste receiver for DWTS purposes.

That typically includes:

• Transfer stations and household waste recycling centres that accept commercial waste into a permitted site in England
• Materials recycling facilities (MRFs)
• Treatment, recovery and recycling sites
• Anaerobic digestion and composting sites
• Landfill and hazardous waste facilities
• Other permitted or licensed sites that take waste in

Not in Phase 1: waste exemptions. Exemption holders are planned for Phase 2. Carriers, brokers and dealers are also Phase 2, not the October 2026 receiving-site mandate.

Household waste recycling centres in England must record commercial waste received into permitted sites in Phase 1. For Northern Ireland, Scotland and Wales, HWRC commercial-waste recording is planned for a later stage.

DWTS compliance deadline by nation

DEFRA and the devolved governments are rolling this out in two phases.

Phase 1 — waste receivers (permitted / licensed sites)

• England and Wales: mandatory from October 2026
• Scotland and Northern Ireland: mandatory from January 2027

The service has been available in public beta for receiving-site operators since spring 2026. Using it now is voluntary, but waiting until the legal date is a poor plan if you take many loads a day.

Phase 2 — waste collectors (carriers, brokers and dealers)

• Private beta from autumn 2026
• Public beta from spring 2027
• Mandatory from October 2027

If you only collect and haul waste, you are not in the October 2026 receiver mandate. You still need digital records that a receiving site can accept, and you should prepare for 2027 rather than ignore DWTS.

DEFRA DWTS requirements in Phase 1

Receiving sites will have to record waste received on the national digital service. In practice that means:

• Registering with the Digital Waste Tracking Service
• Paying the £26 annual service charge per legal entity that creates or edits records (the charge applies once the system is mandatory)
• Submitting a record for each load received, including operator and facility details, transport mode, parties involved (carrier, broker or dealer), waste description and EWC codes, quantities, and hazardous properties where relevant
• Submitting in time — the 2026 regulations typically require the record by the end of the second working day after the waste is received

DEFRA’s preferred route is software that sends data through an API. There is a temporary spreadsheet upload route for sites that do not yet have waste-tracking software. That spreadsheet option is expected to remain until at least October 2027, then be withdrawn.

DWTS compliance checklist for receiving sites

Work through this in order. Tick it per legal entity and per permitted site — groups with several companies or sites often miss the registration and fee structure.

1. Confirm you are in Phase 1

• List every site that holds a permit or licence to receive waste
• Note the nation (England, Wales, Scotland, Northern Ireland) so you use the correct mandatory date
• Flag HWRC commercial-waste streams in England separately
• Exclude pure exemption-only operations from Phase 1, but keep them on a Phase 2 watch list

2. Name an owner

• Give one person end-to-end responsibility (operations + compliance + software)
• Decide who creates records at the gate versus who reviews them in the office
• Document cover for holidays and night/weekend tipping

3. Register and budget the fee

• Create your DWTS account before the mandate, while it is still voluntary
• Map legal entities: the £26 fee is per legal entity that creates or edits records, not per site
• Store login details in your password manager, not on a workshop whiteboard

4. Audit what you record today

• Waste transfer notes and hazardous waste consignment notes
• EWC codes, weights, dates, carrier licence numbers, receiving-site permit numbers
• How long you keep them — non-hazardous notes are typically two years, hazardous consignment notes three years. More detail: what records must be kept under digital waste tracking rules
• Where data currently lives (weighbridge software, paper pads, email PDFs)

5. Choose how you will submit to DWTS

• API via waste software — best if you already run jobs, notes and weights digitally
• Temporary spreadsheet — only as a bridge if you have no software yet
• Ask any vendor whether they integrate with DEFRA’s service and how loads flow from the gate to DWTS within two working days

6. Fix the gate process

• Every inbound load needs a complete digital record, not a “we’ll type it up on Friday” pile
• Train weighbridge and site staff on rejected or incomplete loads
• Test a full week of real receipts in beta before October (or January in Scotland and Northern Ireland)

7. Check carriers and customers

• Tell regular carriers you will need digital details that match DWTS fields
• Do not assume a paper WTN from a customer will be enough for your inbound record
• If you also collect waste, start a separate Phase 2 plan for October 2027

DWTS compliance for receivers of waste: common gaps

• Assuming “weee” or WEEE-only sites are exempt — if you are permitted to receive waste, you are in Phase 1 regardless of stream
• One DWTS login for several limited companies — fees and records follow the legal entity
• Relying on the spreadsheet forever — DEFRA has said it is temporary
• Carriers waiting until 2027 — receiving sites will still need usable digital data from October 2026
